In terms of potential offensive power, it's hands down the most powerful T1 cruiser available - nothing else even comes close. -The new patch does a lot for the Vexor. The free highslot is lost but it gains both a mid and low. The new drone damage mods make this an excellent little cruiser that punches way above it's weight when skilled properly.

-An all 5's character will be doing almost 300dps with Hammerheads. The guns add another 400 and at 1900m/s you'll catch a lot more than was possible before. At a bit more than 21K EHP it won't have a ton of staying power but at 500+ DPS for the average TEST pilot you should manage to kill SOMETHING before dying gloriously in obedience to the Songun Philosophy of the Space God Emperor Montolio. Have you trained Weapon Upgrades 5 in adherence with His wishes?
