The 1600mm plate allows you to survive a few volleys at long range so that you can warp out if under heavy fire. It also lets you take light fire long enough to keep a priority target jammed. If an FC tells you to keep a priority target jammed and you are dying, then keep it jammed until you die. That's what this reimbursement program is for. However, if you are jamming a non-priority target and you start taking heavy fire, then warp out if you have the chance and warp back in and keep on jamming.
