They made the ISK to buy their supers by living out of Venal while the surrounding area was surrounded by the NC at its peak strength. I can't really blame the NC alliances for allowing it, as a concerted campaign to disrupt ratting in a NPC region isn't easy, but the fact still stands that they got their supers from a region that was ostensibly controlled by the NC.
