This skillplan is designed for a brand-new character, and assume that you train Cybernetics 1 and fit in a set of +3 implants. Without using the +3 implant set, this plan will roll about 37 days.
The guiding principles are to maximize agility, with speed and EHP being essentially irrelevant. An extra 20% HP won't help you face a battleship and HAC blob, warping out will.
This should take about 31 days, and will cost ~70 million isk for skillbooks and implants in Empire (Charisma implant is not needed).

Post Plan skills
Covops IV - This gives a bonus is bomb damage and it makes fitting 50 times easier, it's like 4 days. Also increases your Bomb damage.
Power Grid Management V, Shield Upgrades IV, Energy Management II - all for the Medium Shield Extender fit(not priority #1 unless you plan for lonewolf ops)
Evasive Maneuvering V - Can always use more agility, also last requirement to slip into Interceptors (bar the interceptor skill).
Torpedoes IV - This is more for lonewolf ops or cloak camps as in fleet use you will normally be using Bombs.
Cyno Operation V - Covert Hot drops are now possible and are always wanted in any Blops fleet
Covops V - If you've got the time why not but not a priority unless this is your main ocupation or you're one of those guys who now avoids training their main to keep from increasing the clone grade. This is most useful if you are doing solo operations. For bomb runs it is best if everyone has Covops IV trained as you can deal more damage and have larger formation sizes before the bombs start blowing each other up instead of the target.
