Prowler

The Prowler is the Minmatar Blockade Runner. It warps at 9au/second (cloaked, since it can fit a covert ops cloak) and moves/aligns like a cruiser. You can, if you know what you're doing, survive Interdictors bubble camps in a well fitted Prowler, and nothing else should pose much of a threat. Used to be the ideal hostile space moon scanning ship because of it was both hard to catch, had a large cargohold and could fit a cloak and a probe launcher. It still is a great ship for this post patch, but because of the CPU demands of covops cloaks you now need to fit a co-processor or two to have both the cloak and the probe launcher online.

It's probably the best out of the blockade runners for a number of reasons: it has the second-largest base cargohold and the lowest signature radius, it has very nice shield resists, and it's the fastest of the bunch.

It hauls a lot of stuff with a covops cloak, what more could you want. If you are still looking for more cargo space, look into the Viator rather than this ship.

This fitting should align in around 3.5s and go around 3.2km/s with perfect skills. Another low friction rig shaves 0.1s off your align time; an aux thruster adds another 100-150m/s. The utility of either is questionable so I'd probably just go with the cargo rig (doesn't affect your speed or agility). If you prefer more agility to a few hundred m/s top speed swap a nano for a best named istab. A Tech 2 MWD is an option if you want to squeeze a little more speed out of this. It's perfectly possible to wring out another few centiseconds of align time or a few more hundred meters/s of top speed with other lowslot/rig layouts but it really isn't worth it. This is probably the best agility/speed tradeoff you're going to get, and the key to your survival is primarily the covops cloak. You only need agility and speed to get out of bubbles, which are pretty much the only thing that can stop you.

On a side note, if you fit a probe launcher, onlining it is really annoying unless you have transport ships V. Even with transport ships V you need one T2 co-processor to be able to online both the cloak and the probe launcher (and even then you need to offline all your midslots to online it). With transport ships IV you need either two co-processors, a T2 co-processor and an 1% CPU implant, or a faction co-processor.

Bait Prowler

This is one of the best bait haulers in game; 18k ehp, and with the AB on (overheat it as needed) you slowboat faster than almost anything you can scram. To bait, pretend you're just hauling; if you're going after a dictor then jump into him and align out under cloak, and let him decloak you. Don't scram him till your gang is ready, and make sure you hit approach on him with the AB on or he'll get away.

If you can use Reactor Control Unit II you can swap the AB to named and the LSE to t2 and have 19k ehp and go almost as fast.
